Home care visits of less than 30 minutes have been banned, after shock figures showed 600,000 visits lasted five minutes or less between 2010 and 2013.
It led to fears that many vulnerable people were left to choose between being washed or being fed.
Health watchdog NICE has published new guidance for councils that commission care as well as firms providing services.
